This international ranking is performed by Doing Business - The World Bank Group (Home page | Doing Business 2009 in PDF-format).
Points are gathered from 10 factors:
1. Ease of starting a business.
2. Dealing with construction permits.
3. Employing workers.
4. Registering property.
5. Getting credit.
6. Protecting investors.
7. Paying taxes.
8. Trading across borders.
9. Enforcing contracts.
10. Closing a business.
There are several factors which then are not used for making this ranking. The quality of the workers, infrastructure, national stability and so forth.
Among the countries covered presently by LookLex / Encyclopaedia, Libya is not ranked. There are no obvious, nor stated reason for this omission.
