TRANSPORT
There are plenty of connections between Tunis and Bizerte. You can jump off at new Utica village, and hitch for the ruins (it is a bit too far to walk). Or if you ask around in Tunis, you could catch a transport going for Raf Raf/Ghar el Melh/Sidi Ali el Mekki.
